This depends a lot on the quest's design. Linear quest objectives ones will be affected less than non-linear ones (e.g. where you have to kill 9 groups of separated mobs).
If you are asking about how many times a group of 5 completing your quest once as a party is counted in the average time, then I am not sure.
Absolutely. Many quests that are 15-16 minutes will lose their "daily" status when parties race thru them in less than 15 minutes.
So, if you are doing a short 15-16 minute foundry quest be sure and "hang out" and grab a cup of tea for a few minutes before opening final chest to help keep the average up above the ridiculous daily cut-off.
