Heavy lag on several area's

Well since today I get heavy lag in few area's like Winter Festival, but seen it also on Dread Ring.
There are on some places a lot of those green things.. Well I made a screenshot of one. My computer is good enough to play NW on highest settings and was able to do that for already 8 months, so I find it hard to believe that's the problem
Here is just one, but I seen Neverwinter Festival a lot of them on same place which cause heavy lag. Can anyone tell me what those things are anyways?
