Suggestion for Winter/Summer/Any Other Event Locations of Towns

Towns are GREAT! I love the idea that the events are in towns. Now how about this: Can we still visit said towns out of event seasons? I think this would be a great and fun idea. Say shore fishing in the Summer while still keeping ice fishing in the festival season, maybe something to do with cooking or special foods only found in the town from the midsummer festival and some fishing in that lake there.
As a side note while I'm thinking of it, the Astrology thing gave me the idea that maybe there should be a Scholar profession or Scribe profession, making for things like random fortunes and scrolls since there is already a profession for potions, the other big consumable direction thing.
