Prophecy of Doom

So I'm playing around with my Cleric, having fun with him. I was looking forward to Prophecy of Doom although I couldn't really tell what it did numbers wise because the tooltip, like many in this game, was lacking in real description.

I got it last night and I have to say I'm a bit underwhelmed by it. I can't really seem to tell if the defense debuff is even really in effect, tests on the dummies in the PvP area are iffy at best as I can hit as hard without Doom as I can sometimes. How much does it really debuff, does it get better at rank 3? Only good at late game when the % based debuff grabs a bigger chunk than at 30?

The DD portion of the spell is decent, but I have yet to ever see it crit and I tend to crit fairly often. Is it not allowed to crit?

Is this spell worth sticking with to invest more points in or would I be better off investing in a different damage skill? The possibility of filling daily powers fast appealed to me though.

I should state that this is mostly from a PvP viewpoint, I'm actually finding this spell to be pretty awful for leveling and I think I'll go back to my other loadout for that.

    Prophecy of Doom scales poorly in usefulness. Unless they broke it recently, it can crit, though.

    The payoff for the delayed damage isn't very good. The most entertaining thing about Prophecy is that you might be able to slap it on someone who's retreating with no health and have it kill them before they can heal, but there are better powers to choose.

    I've actually never bothered to check the defense debuff, to be honest. Whatever it is, it isn't enough to make the skill viable IMO.

    Prophecy of Doom, Rank 3:
    - normal mode: 10% damage increase, equivalent to 50% Defense Reduction
    - divine mode: 15% damage increase, equivalent to 75% Defense Reduction.

    Also, the chance for it to crit is next to non-existent, imo, as in I have never seen it crit and I have regularly swapped into it in PvP as a dps or hybrid Cleric.

    It's possible that they broke it in recent updates. It's been a while since I played with Prophecy of Doom, but it definitely used to crit.
