According to the tool tip, a normal Terror weapon enchantment reduces a target's defences by 10%. In practice this seems to somehow translate to a 2% flat damage increase.
I've run a few tests on target dummies, ensuring that the only effects present are those that I think are present, using one strike of Chilling Cloud (the CW at-will) preceded by some other power or effect which ought to boost its damage. Here's a sample lifted from the combat log :

So when maxed out, the Elemental Empowerment feat also reduces an opponent's defences by 10%. Actually the wording is 'weaken' for EE, and 'reduce' for Terror. Is the terror enchantment bugged then? Or just a bit useless?

Interesting, thanks dkcandy. Plague fire wins because you can get 3 stacks of the debuff which at least gets you to interesting figures. Terror really does seem pretty bad value.
<edit> and by damage debuff, you mean damage buff since it debuffs their def which = a buff to our damage </edit>

Well the disclosure there would be terror debuff lasts a flat 5 seconds so almost 100% uptime, while GPF stacks take time to build up and also fall off almost instantly.
Example of a fight GF vs CW:
:01 - GF Bull Rush (1 stack GPF)
:02 - GF at will (2 stacks GPF)
:03 - GF at will (3 stacks of GPF)
:04 CW repels GF - 3 seconds from :01 proc so the CW is back to 2 stacks of GPF
:05 GF Lunge Strike CW, applying 1 more stack of GPF, however stack from :02 fell off so your still at 2 stacks
:06 CW Teleport, 1 more stack falls off, back to 1 stack.
You see the pattern.
Versus Terror here would be 100% uptime + necro weapon damage.
I am not an advocate of Terror and think GPF IS better, just pointing out the facts.

GPF is one of the highest dmg enchants you can get. The only way to figure out how much of a benefit an enchant is doing, you need to use a parser. Back during beta/release I parsed GPF and it was giving 3% on the dot. So figure about a 12% damage increase from the enchant.
Also when dealing with "Weapon Damage" based enchants you need to run a parser to figure out just how much damage the enchant to your overall damage.
