I was wondering for a PVE CW what defensive stats they should have. I have some extra cruel enchantments (defense and deflection) and plan to relplace my current azure enchants (just defense) with my cruel enchants. Can anyone give me advice on what to do?

it's depends on your current set for example for fabled/HV i'm using radiant, and for champuion mage azure.
Something that should be noted is you get half the defense from the cruel than you get with the azure. Plan accordingly for your stat totals. Otherwise, if you have the room, do it. Multi-use is more efficent, in general.
Defense and Deflection need to be balanced with decent max HP. For example, if you end up with only 20k max HP, it's doubtful that those defensive attributes will do you a lot of good. All that needs to happen is for deflect to fail once or twice or for your damage reduction to be debuffed or bypassed, and it's an easy 1-2 shot kill.
So what are some good targets for Defense, Deflect and HP? For PVE play that is.
I'm sitting happily at 700 and 800 respectively with HV. If you're not gonna PvP, perhaps stacking to 1k each would be better, as I've stacked 1.3k regen and extra HP instead of defence/deflect.
PvP = HP+regen since you aren't gonna be getting many heals.
PvE = Higher deflect/defence(maybe 30-35% defence and 20% deflect). The slightly lower HP but larger mitigation should be that the heals the DC gives you count for an overall higher effective HP pool than flat HP, (1000HP + 30% DR = 1300HP, as opposed to 1200HP or similar).

I'd say whatever the gear set, just stack more HP, for both PvP and PvE. More, more, more HP. Now, if that HP comes with a def/deflect bonus (Ancient Rings of Burning Light, for example), it is AWESOME.
But basically you want lots of HP, mostly because of regen ticks.
Now to take some special cases:
- there's NO NEED for any stacked defenses in PvE - except Draco and Val/VT/legit. You can build full glass cannon or the rest of the game, enjoy!
If you do these 2 fights, be prepared for some compromises such as:
- shield Mastery
- defensive accessories such as I mentioned
What does this mean?
Well if you care about damage dealt it means a lot. For example, I am usually 1st on DPS charts ahead by 3+ mils by the time we reach Draco/CN. If we wipe 3-4 times, with the defensive setup I mentioned I end up behind 3-4 mils, other CWs have the advantage, because I lose CoI from Tab and some ArP/Power/Crit. Not bothering to talk about Val legit since it's pointless for now, but in the future when it will get fixed, the fight will potentially be even harder than Draco.
As for PvP, there's never enough HP and never enough Def/Deflect. Actually, with the arrival of the new module, it is possible to build a 35K+ HP tanky CW with decent defenses as well, while still having good offense. I am waiting to see somebody making this build, I am quite sure it performs well, I personally lack the funds to make it happen.
Okay, thanks.
I did invest in the Drake seal version of the Priest Rings of Burning Light and put some Radiant Rank 7's in there, so I can get my HP up to about 27k or so.
You might stack with an eye to taking the greatest advantage of what your race also gets. My PvE halfling wiz is happily stacking deflect because she gets bonuses for it, and since she's feated for close combat it's hilarious.
Okay, thanks.

Yup.
Just switch for these rings in PvP or those 2 fights I've mentioned and you're set. Dead mage=0 damage.
As for what good targets are for Def/Deflect, for PvE? Hmm.
I'd say (again), for all content but Draco/Val, HV set defenses with the Ancient/Fomorian weps is enough. If you have the PvP artifact (which you should, gives Regen), it might be an idea to switch Ancients with Fallen Dragon. Works for me, gives me some 450 Life Steal, and it's way cheaper than Fomorians.
CWs that have built a less cannon mage than me have somewhere around 1500-2000 Defense and 1000+ Deflect, together with decent HP, which is awesome to have at Draco&Val and in PvP (although most of these defenses come from augment, so...), but useless the rest of the game. There's also an artifact that gives defensive stats, so it could be a very good 3rd choice, but let's be honest, even 1 artifact is hard enough to level to epic, not to mention legendary. 2 is a luxury and 3 is reserved for those that, well... yeah.
I have personally always played full glass cannon even against my best interests though
I'm a fan of Defense over Deflect.
You know Defense is going to work. Deflect on the other hand in the quantities you can get on a CW is a lottery ticket.
Currently at 2,100 defense @ 22,740 health and it feels pretty good.
Previously I had 2k, and then dropped to 1,800 defense and it seemed very noticeable. I stayed at 1800 for a while, and after coming back up to 2,100 it feels pretty nice.
May I ask what's your thought about Ring of greater Repulsion during Draco fight?(150def/150defl/125reg)
No Hp bonus like ancient but more regeneration.

I like much more a balanced build. I am currently at 4k power, 2,2k crit, 2,2k armp, 1,8k def, 1,3k deflect, 1,1k regen, 500k lifesteal and 28k HP and I am allways first or second in damage dealt even with other 100% glass cannon CW all with perfect vorpals.
And thats with 2 artifacts (epic), rank 8s and no boons from dread ring. With boons and legendary artifacts I will go to 2,2k def, 1k lifesteal and more stats (at last 1,5k more stats).
I dont fall in any dungeon (except unusual conditions), cant handle 4-5 hits easy in those big fights, and I dont even use soulforge (perfect negation atm). Only change to soulforge for the draco an valindra fights, and is only if a big mistake happen.
A Glass cannon build is 2-5% more damage and 50% less survability. Companions now also give stats or more damage (crit sev, etc).
Having a 20k hp and 800 def CW is ridiculous this days.

I personally have 1120 Regen or so from HV+Artifact+boon. I used to have Greater Rings of Health but I changed them one by one as my regen went higher.
It all depends what your regen is. But I feel regen is of secondary importance in PvE where you have DC and pots each 12 secs. Defensive stats and some decent HP are more important.

My standard PvE build has 577 Defense and 24K HP :P I have 0 issues anywhere but during Draco&Val. I'd say for 2 cases alone is not worth building tanky, especially as you are able to swap gear.
