Fanning the Flame and Champion Mage Set Bonus

Fanning the Flame does not get the reduced cool down while in mastery slot and wearing the Champion Mage 4 piece set. The cool down stays the same in both mastery tab and normal encounter tab when the full champion mage set is equipped and bonus is active.
