Scrying stone in Graveyard unreachable

The scrying stone in the Neverwinter Graveyard in Craftsman Reach is no longer reachable as it is now inside the stone wall. You can hear the sound that the stone makes and if you happen to be facing towards the entrance to one of the dungeons, you can see the stone. However, you can't activate it. This stone was always partially in the stone wall before but you were able to activate it which is no longer the case.
