So I finally leveled my live HR enough to get the core Archery tree feats and select MoA yesterday and then do a lot of testing.
Firstly MoA still pops up the message that it proc'd.
Secondly MoA now has a buff icon.
So you blast away until MoA procs and once it has proc'd you can save it until your next fight.
MoA combines well with Thorn Ward and Fox's Shift in particular.
Note it does get used if you apply a buff! It seems to be bugged around buffs in general actually because they proc it as well.
While the feat was nerfed it is still an effective capstone feat for the Archery tree and should be taken.
