Question for Intel rangers
I made a intel ranger but i havent really paid any
attention to the cooldowns till way later.
on the encounters i can see on the tooltip the
cooldowns have been reduce, but on the tool
bar, the cooldown hasn't changed.
so i am wondering is that normal or is it broken?

Meaning no matter how much my cooldowns have
been reduced i still seem to have to wait the full
cooldown length.
nvm figure it out.
