*Found my answer. Figures I would have a successful search after I gave up and made a post.
I've heard that if you buy something in the Zen Market it unlocks account wide. I'm considering getting a mount and if that's true, Zen Market isn't so bad. Is this true or would it only be for one Toon. If I can get a high level mount for my current two toons and be able to get that same mount on any future accounts that would be awesome.
If you can afford it I think the best way to get a Mount (and the Dire Wolf companion which has very nice bonuses) is to get the $60 Guardian of Neverwinter pack: http://nw.perfectworld.com/neverwinterpack. You will also get 600K Astral Diamonds.
Finally you get a very nice starter weapon for every new character which is useful until around level 20.
Mounts are account-wide, so are services (extra character slots, ect.) All consumables are character-specific. The only difference (problem?) are companions - they are only character-based - you get ONE and only ONE for the character that purchases it.
The only exception are companions that come with booster packs: Hero pack, Guardian pack, Feywild pack, Ranger pack and the Zen Transfer "bonus" reward. These companions are account-wide and reclaimable at any time, like Z-Store mounts.
