I like the open-ness of the Shadowmantle area. You can jump off cliffs, you can reach what you can see. It's a welcome change from the lower level areas where you always find yourself running outdoors like in a corridor, with unclimbable mountains on your left and on your right.
No pvp though. A dedicated new area would be fine, like Shadowmantle but pvp-able. And with no PvE quests.
There's actually no "open world" at all in Neverwinter, so i'd say definitely no :P

Neverwinter has no world, it is a series of smallish heavily instanced "levels", a lot of which are essentially linear, too. You can't really explore the way you can in GW2, WoW and all the other usual suspects. To make a world PvP pie, you must first catch your world.

No official plans have been publicly announced to do Open World PvP but the devs have never said there won't be Open World PvP.
