I have been getting random spots of the no responding, lag spikes and rubberbands etc. It hasn't been that bad up until recently. Not quite sure what the deal is

Hey there,
Whenever pointing out issues when the game isn't functioning properly, including "lag" it is always a good idea to include your system specs. Without them there's really no way to resolve any possible issue.
Also note that threads which haven't been posted on in over thirty days, let alone seven months, are considered dead. It is best to simply create a new thread to discuss the problem rather than responding to a thread which may be discussing a similar but fundamentally different issue or topic in general.
actually, we had a similar problem with a guild party yesterday, running SP. Literally every one of us suddenly got a huge lag - we are talking about constant rubber banding and 50% of the time a skill would show cast graphics, then a second later go off cd again and apparently didn't cast at all. I have never seen such stuff before in this game (never even saw any rubber banding). The issue lasted all the way through the run - restarting the client did not help. Was fixed after exiting the dungeon though, so somehow it seemed to be instance related. As i said every one of us was affected, and we are an international guild so it could not have been a local isp issue either. From the time sync there's a high probability we where all connecting from eu though.
AV/FW completely turned off while playing, GFX options set at stable 60 fps.
EDIT: to add to this: turning on the netgraph in game did not show anything too crazy. It was high, around 200, but did not show any spikes that would explain such crazy lag. Can't be sure about micro spikes though, since the graph doesn't record the max peaks.

I have the same problem since module 2. The server file patches are now very slow (like 15-50 kb/s) at least for the new content. And when i cast shard of endless avalanche it has a large timeout which is very annoying.
Suggestions to improve NW:
- Dualspec
- Better rewarding foundry and foundry pvp maps
- Custom PvP leagues with leaderboards instead of the current 'matchmaking'.
- Armory
- make jumping cost stamina (to reduce hopping in pvp)

Just to abide by your recommendation my specs:

2x Vertex4 raid0
AV/FW completely turned off while playing, GFX options set at stable 60 fps.
