So I finaly lvled and geared one up, and its very interesting. You seem to be able to kill anyone in seconds if they don't see you first. But if your caught off guard by a pug tr, even if ur maxed geared u have a high chance to die. Also the only way to stop roots in the game is the gfs block. With this ability+ gap closers and prones. Gf is the biggest counter to rangers.with this in mind I don't think you should be within 30ft of your target in any situation as you melt so fast.
In pve I only ran a few t2s for gear and all I did was spam split shot. I ended up with 4mil higher dps then the highest cw in party... u don't get control at all but ur dps is off the charts

Since you can't avoid melee, it's better to be able to face tank it for a bit while regenerating stamina with your attacks.
As far as PvE goes, I think that just Aspect of the Pack should be enough for HRs to find a spot in good groups.

Pack gives you Combat Advantage if you're near a team-mate
Lone Gives you a % of mitigation when no enemies are near you
