A bug in the upgrade artifact

I have 2 artifacts epic quality(61 lvl): Waters of Elah'zard, Bloodcrystall raven skull. Both of these artifact have a first rank "USE" effect, аs if they were green quality(1 lvl). Heals 4370 and restore 30%hp respectively. Why, after the improvement of their quality, they do not improve adequately?
