Exactly how do I acquire and access and use the Foundry toolset software in the Neverwinter MMORPG itself folks???

You must first get a character to level 15, and then from the character select screen you can choose the Foundry (way at the bottom).

You can access The Foundry easily from in-game. The Character Creation screen includes a direct link to the toolset, and when your first character reaches level 15, you'll be able to start building your own quests. Quests, once published, will also be accessible in-game."

Alright, and my human male Great Weapon Fighter character named Korr Steelblade is already at level 5 currently, only ten more levels to go before I can gain the access to the Foundry toolset software folks, Hazahhh!!!
