In so many cases CC don't apply.
Frontline Surge hit - the enemy move like nothing happened. A GWF without unstoppable on? What the hell? A CW without Dodge use?
Same on Bullrush.
Indomitable Strength launch them up and midair they can use all her skills. ?!
Best: A shadow mounted GWF get hitted with one of my skill. Fire Dot on him. Does he go down? NO!
It exist nothing in the game, that can explain anything of this. Especially the last with the fire hit. There must be a bug on these abilities or something else.

Reasons for it not effecting are various (excluding the "its a bug" scenario). I know that halflings have an innate resistance of 10% to CC, iirc. There's the chance that the type of CC you're trying to apply can get prevented by Elven battle enchants.
Depending on the mount, the DoT might not be doing damage quickly enough to trigger the drop from being mounted. I haven't done anything with the fire paragon path though.
But yeah, a bug in the abilities could very well be a plausible explanation.

If you deflect an attack, it cuts the cc off. TRs and GWFs have a high deflect.

Did the mounted GWF you attacked have a barkshield enchantment by any chance? I have seen mounted players with barkshield hit with shocking execution and not get dismounted or damaged.

How much halfling is in a human GWF? Elvan Battle enchantment only work against duration of slow and immobilize effects. Dismounting can't be prevented by that. Second if it would work by that, you would still dismounted and instead of 3+s not able to do anything then so 1+s not able with perfect.

Deflect is confirmed as not working against CC. I recorded a video about a TR got CC with the both mentioned skills and he deflected BOTH of them. But his flying/lying wasn't prevented. And TR have 75% deflect severity aren't? Additionally i have a 25% deflect chance and still get 100% of that skill hit CCed, so it's invalid that deflection cause such problem. Second it exist no CC-immunity ingame that allow you to be mounted.

Barkshield had avoided your 10-15% clause maybe. But the attacked mounted GWF don't had this because the attack itself had normal damage and the DoTs wasn't 0 damage.
Plaguefire and Flaming enchantment dismount R1-R3 because of the DoT. 100 times done and 100 times seen. Second the Shadow wolf mounted GWF was only a R1(not so fast as im with R3 mount).
Sorry guys, but i wouldn't open such a thread if im not 100% sure about all possibilities with powers/enchantment if not something work fine.

Agreed. It's really annoying. I especially when fighting perma-stealth TR's, and forced to wait for that precise moment to use Frontline. To find out all your efforts were wasted.
On a side note, Plague Fire debuff is broken. Yesterday a TR and I tested it out in PvP. The Normal Plague Fire is suppose to debuff by 30% We were only able to debuff each other by 10%
