High elf racial (CC resist)

So High elf`s can boast 10% CC resist. Sounds great, but I would like to get some insights from sun/moon elves. Does it work properly? Is it visible in pvp? pls let me know, guys.

    Was thinking of making High elf wizard, so just wondering.

    I could be wrong, but I believe CC resist merely shortens the duration of an effect, not stop it from happening in the first place...

    ^^this.

    It is known to work in PvP for sure, but the last time it was checked it has no effect at all in PvE.

    So basicly, 10% is just added to control resist bonus from wisdom ?
