Bit new to the game and I've been grinding the CTA event for a shadow mount. I'm about 30 runs deep with no mount, but I found a weapon skin. Will I be able to reuse the skin after the first use? Or should I save it until a higher level?

It is a one time use. If you really like the skin, then yes keeping it makes more sense if you don't want to pay for your next transmute.
The skin becomes your weapon. So, in effect, you'll get to keep it. You can then use reskinned weapon to transmute future weapons. However, the free cost is a one time deal. If you use it to transmute again, youll have to pay the full cost. And it can be significant. Upwards of 50k AD for a level 60 item.
With that in mind, most people wait till they have a weapon they intend on keeping for some time before transmuting it. Like a level 60 epic item.
I wish it was more like DC Online, where you build your characters costume independent of the items. I realize there are around town clothes you can wear, and I have spent money on buying such for my characters - but I'd rather get nice pieces and put together my hero..~ And only replace such when something better looking comes along.

I may be mistaken, as on preview there is still a cost to transmute. I'll need to look through patch notes to see where it was...
Edit: I may have misread the bit about how it no longer costs AD to upgrade items and thought it referred to transmutation. Hopefully I am mistaken and actually saw what I thought I saw!

The transmutation costs need to come way down.
One of the patch notes indicated that they were going away entirely. Check out the Preview patch notes.
