Mobs under the pull effect of Arcane Singularity do not take damage when hit with Sudden Storm until the Singularity ends and the mobs land back on the ground. This problem begins the moment a mob enters the range of effect of an Arcane Singularity.

Yes, Shard of the Endless Avalanche is also affected by this issue. This should be fixed because it forces players to stand there and wait for the singularity to end... it's very very annoying.

this is probably the most annoying and fustrating bug for CWs in the game right now.
