Foundry Quest completion EXP lessened randomly?

Can someone please explain to me why the quest completion EXP from foundries varies? A friend and I were getting decent exp from re running a foundry quest and sometimes we would get 4.5kish exp and others 1.5-2.5k exp. What causes this to happen and how can I constantly gain the full amount of experience?

Note: We were running one of the top 3 featured foundries and this is after the last patch which supposedly removes the cap from featured ones.
