It is an AD sink and it should be kept around.
You should only be getting the 12.5% if you are not actually at one of the auctioneers and instead using the auction broker.
That fee is most likely, the most valuable tool in Cryptics arsenal to combat rampant inflation.
Yeah talking to a couple people who are more than a little familiar with in game economics that is precisely the reason and it works, so I wouldn't expect it to go away ever.

So if there are no fees, what's to the stop people from using the auction house as a bank? Storage is at least one incentive for people to do microtransactions to support the game.
What I think is stupid is that they listed in the patch notes about removing the 2.5% extra remote fee but actually didn't a couple or so patches ago...

i had this thought early on in my neverwinter experience. while it could be done, you'd have to pay a fee to store your stuff for 5 days and if you wanted it to be unattainable, you'd be paying a high posting fee that you wouldn't get back because the item didn't sell. and after 5 days, your item would get mailed back to you. you're better off just mailing it to yourself and cut out the middle man.
removing it from AH will place it directly in the inventory, also from broker - after 5 days you get it via mail.
So without that fee alot people will abuse the AH as kinda bank I guess, just by placing a item with regular prize *100, to make sure it won't be buy out.

the remote fee you're talking about pertains to the gateway, not to the in-game auction broker that still charges 12.5%.
