i havent really been asking for tips until now, so i know im probably the only CW right now with that build.
Somebody told me to aim at 2000 Power, 2000 armor pen, 2000 recovery, 2000 crit.
ive been rolling with items with less gear score cause im trying to have the best stats.
im doing fine, but i dont know if another spec might be better for both PVP/PVE.

I imagine that it's quite hard to get 2000 in each. Power and recovery just piles up. Getting 3000 power is much easier than 2000 ArP. As for gear, since you're in a guild you may as well try to get as much Gauntlgrym gear as you can since it. It's really useful T2 gear, ostensibly for PvP, but it's just as good PvE and much easier than running T1 dungeons for chests full of blues.
Specifics are hard to give regarding powers and feats since it really depends on your playstyle, which is likely to evolve anyway. Read the guides and play around on the preview server with free respecs. At a quick glance I'd recommend dumping the 2 points from Orb of Imposition (shame you can't dump all 3) and Arcane Presence and stick them in Eye of the Storm. Lots of free Crits If you PvP, you'll find 3 points in Icy Rays is never wasted.
I've tried to get Maelstrom of Chaos to work, but it affects such a small area. Oppressive Force is better than it looks too, but anyway, read the guides and have a play. It'll be easier if you ask specific questions rather than general ones.
but the first thing that i notice is that you need better gear. and you're probably working towards that goal. probably the easiest first set you'll be able to get is the T2 gauntlegrym gear. it's not a bad set and it will give you some nice bonuses. but you're going to either want to aim for high vizier or shadow weaver. or you can just collect all four T2 sets... so include the magelord in that. but out of all those, i probably use HV the most.
since mages are glass cannons essentially, we want to be able to cast as fast as possible so our primary stat is recovery. and that is tied in with crit and power. some people rely on eye of the storm for crit chance but it doesn't look like you've got that slotted at all. armor pen is essential for pvp but not so much for pve. so that would be one of the last things in your list of stats to build.
as for me, i've probably gone through a few build changes... from an initial renegade style build to my current thaumaturge build. i used to be wholly against the bowling ball of death because i just didn't like the feel of it... but it most definitely is essential AND there is a bonus feat for it in the thau paragon. also, i love the look and feel of magic missile and it used to be my primary but i mostly use ray of frost and chilling cloud these days.
i do have a cat although the stone of allure is just as appealing. obviously for dungeons and skirmishes.
i'm not a min/maxer or a number cruncher... i tend to use what makes sense to me and based on trial and error. but that doesn't necessarily go without doing a little research. i'd check out the other builds that have been posted here in the forums and hopefully you'll get some other advice in this thread other than mine.

In PvP you are all about "burst" damage and defense against incoming burst. Players are too dangerous to mess around with, you have to hit them as hard and as fast as possible while being able to defend against them doing the same to you. There is no "aggro control" in PvP. Everyone expects to die in PvP at some point, but a single death is very rarely a big deal.
In PvE it is all about sustained damage while avoiding the big red circles (or cones or lines, whatever). Boss mobs have MANY more HP than even the toughest player and require a lot of damage to take down. A single death at the wrong time or place can cause a full wipe of the group. The vast number of adds in a normal (for NWO) boss fight means you need to have crowd control that can survive the aggro of the adds while the healer is dividing his attention between the tank and the rest of the group.
It "is" possible to have a good PvE build that is also decent in PvP but the best PvP builds are not the best performers in PvE.
You can't truly have both. If I were you, I would go Rene or Thaum (a bit more easy to play IMO) or even hybrid and respec as per the guides posted by grimah or kerrovitarra. Farm those T2s and after that CN until you get HV set and other good gear, while also starting to PvP a bit. If you like PvP much more, when you have the gear, respec back to Oppressor/Rene hybrid or something. As a warning, performing in PvP as a CW it's not that easy and you will get smashed to pieces so many times even with good gear that you might get disillusioned. It also requires you to hit hard as it was mentioned, and that means at least a normal Vorpal, which these days is around 800K AD.
But you should start with the guides. From your screens you have A LOT to learn from them, your powers are "wrong", class feats "wrong" etc.
