Why does the hunter ranger have no quiver? It should be at least designed with the piece in the armor slot. It doesn't make any sense. Every other NPC archer in the game has a quiver. or am I missing something?

It's very hard to put a quiver on a customizable player character.
Lets take capes for instance.
Look at this video which discusses Batman's Cape in Arkham Orgins. Now they must have played the game on a horribly low end computer as the cape seems flat but you can still see the dynamics of the cape. This seems like a little higher graphics but I must just be spoiled by not using a console (AKA garbage that wishes it was a computer).
This is really only possible because everything is predetermined. It looks beautiful but it is basically programmed to react very specifically based on the appearance combinations dictated by the designers.
Now when we look at Neverwinter's Cape we notice it is just nothing like that. The cape has numerous clipping issues and mainly it's with other objects your character is wearing. Greatswords and Shields are the two I notice it on the most.
In my experience quivers are the worst cause of clipping issues everywhere. If it was on the back it would clip with capes and the bow. If it was on the hip it would clip with the swords. And this isn't even counting the other areas which could cause serious clipping issues such as being on a mount or activating various powers.
What could be cool quickly turns into an eyesore and most games will avoid issues such as quivers altogether because it is just extremely complicated to deal with the endless clipping issues created by them. Most games you find that level in detail in are single player or co-op and focus very heavilly into dictating appearance and gameplay so they can design the games around the clipping issues such as they did in Arkham Orgins.
In short: Clipping and a lack of location to place them.

Upon reading again, you are asking why the HR doesn't require arrows?
Because it would be unfair to make them buy arrows while no other class has an upkeep cost.
Basically the class assumes it always has arrows so it doesn't need a quiver. In theory it could have had a quiver be the offhand but then the swords would have nowhere to go and it wouldn't be fair to add in an additional slot for them to equip even if they had an infinite supply.
So if you care about the RP portion rather than the gameplay reasons (which should have just been pointed out) you can always pretend you have a quiver or roleplay that you have something as wonderful as Taulmaril.
I'm not asking why the HR doesn't require arrows. That would be like asking why the CW doesn't require Mana or why the TR doesn't have to buy throwing knives. I just think a quiver would be visually appealing. The NPCs don't seem to have a problem with clipping, but than again they don't have all of the animations the players get.
I understand there would be a lot of issues with them, but it would only make sense to add a quiver. Not as it's own personal item, but as a piece of the literal armor piece. For example the "+1 scout's Armor of Restoration" would have a quiver that would match the piece. Just for designs so it doesn't look so off.
The cape clipping was addressed long ago and I think the change they did for the capes worked very well. Why can't they do the same in this case?
EDIT: Another option of matching the quiver to the armor item would be matching it to the Bow item instead.

Really if you want to look at it this way. When you see the animation when using the bow, you don't see an actual wooden arrow, you see a magical arrow. Remember this is D&D with magic. When the bow string is pulled back, a magical arrow appears. Hunter Rangers are not your normal person so it is safe to assume that the bows that they are using were created specifically for them.
Though quivers should come as default. It shouldnt be based on the armors it should be based on if a bow is equipped in my opinion.
The bow has to be equipped and is always visible.
And I look at that quiver in fear. Thats a clipping nightmare waiting to happen if a cloak is put on.
Plus I think if the female HR's bow placement wasn't glitched it would be clipping through the bow too.

Wouldnt be anything new. Every weapon for GWF's clips through capes. Though that doesnt seem to be a problem, thier weapon is still there. Some GF's shields clips through capes.
A clipping here and there dont think people will mind. its more of the asthetic thing that its missing for the most part until much later is the thing.
Besides, the trailer for the Hunter Ranger showed him wearing a cloak with a quiver on his back and it looked just fine. Granted he wasnt in motion, but then I would refer to the above with GWF's.
And I know the bow is always visable. What I mean is, the quiver should always be there regardless if the HR is wearing armor or not as long as the bow is equipped. Meaning the quiver isnt reliant on appearing with a specific armor peice, but more so with the weapon itself.
If you unequip the bow, the bow AND the quiver dissappear even if you're shirtless. Gives a more asthetic feel.
And whoever mentioned above they dont shoot actual arrows. They do. Aiming Split Shot, you can clearly see them drawing back the arrow before it fires, and you see multiple actual arrows when firing.
