Costumes need revamping

I'm currently doing the Masquerade. Cool enough mask prizes, but I got one, and can't wear it with anything but a store bought costume... Why don't we have the option for costume slots to override actual gear slots? I don't see any costumes I like to buy, so basically I just wasted my time getting a mask. Rift did costumes really well by making the slots override your gear if you select the square in the corner.
