Can someone plz answer a question

I'm thinking of respec'ing my character from thaum to renegade, grabbing the high vizier set, and using the terror enchantment for my weapon. All of those changes however have a debufff feature of some sort (especially defense). Is there a max to the debuff you can apply to a target, making one of these features obsolete? Or can I stack all three? Someone once said all three wouldn't work because theres a max debuff, but I'd like to hear other people's opinions.
