Wrathful Warrior and Tooltip Damage

Greetings, fellow people. I'm a relatively experienced/veteran player of Neverwinter and have played since beta-weekend three. I enjoy leveling alts, and I had decided a few weeks ago to reroll my first character, a guardian fighter, since I had no idea what I was doing then. I hit level 60 with my new GF and spec'ed her slightly differently. I geared her up with a full KC set and Ancient set, which was far better than what my first GF had. Then, I noticed something weird.

I was messing around with the dummies in the PVP area to see how much damage I could do (yes, I was bragging to myself ;) ) and I became a little dissatisfied with the results. To cheer myself up, I switched to my first GF to watch the numbers be lower than my new GF so I could feel like I've made progress. Perhaps I only saw this because of my negative attitude, but it felt like my old GF was somehow doing more damage, despite having a brutal lizardfolk scimitar and not the ancient set. Surprised, I checked the tooltips for both my GFs. The damage read higher on my old GF.

This angered me a little (I had spent a lot of time, astrals, and care remaking my GF, so seeing that my old GF was doing more damage was vexing, to say the least) and I looked for the difference in their powers and feats. There was only one difference that made sense: my old GF had Wrathful Warrior and my new one had Reinforced Surge. Was Wrathful Warrior adding damage somehow despite there being no temporary hp on my char?

After some testing, I discovered that my new GF actually does do more damage than my old GF. The odd thing was the tooltips for my old GF said it should be otherwise. I suspected Wrathful Warrior was messing with the tooltips, so I went on the Preview with my new GF and tested my damage/tooltips with and without Wrathful Warrior. To clarify, both GFs are conquerors with the only difference being Wrathful Warrior. These were the results of my rather-short testing:

With Wrathful Warrior:

Lunging Strike tooltip = 4041-4613
10 Lunging Strikes (no crits, averaged) on a poor dummy = 3781.2

Cleave tooltip = 1068-1266
20 Cleave hits (first hit only, no crits, averaged) = 954.8

Without Wrathful Warrior:

Lunging Strike tooltip = 3513-4011
10 Lunging Strikes (no crits, averaged) on that same dummy = 3749.1

Cleave tooltip = 926-1057
20 Cleave hits (first hit only, no crits, averaged) = 961.2

So, the damages were very close to one another, and the averaged damage matched the tooltips without Wrathful Warrior closely. So, I concluded Wrathful Warrior was increasing the tooltip damage, but not the real damage. As a cherry on top, Wrathful is supposed to give 15% bonus damage while temp hit points exist. Well, 4041/3513 = 1.1509, meaning 4041 is roughly a 15% increase from 3513. Correlation? I think so.

So, Wrathful Warrior increases the damage the tooltips show on all of our abilities, but it does not actually increase the damage by that much. Now, I don't know if it does increase the damage while temp hit points are up, but I don't feel like testing that.

This is my concern: Is this a bug, or is it intended to be that way to show what the damage will be if temp hit points were up? I feel like it's a bug, but you never know these days :cool: .

TL;DR
Wrathful Warrior increases the damage the tooltips on all GF abilites show, but does not actually increase damage until temp hit points are up.

If anyone has any questions or rebuttals, feel free to ask/tell. EDIT: Can anyone confirm this phenomenon?

    A bit late now but at least I can confirm that Wrathful Warrior feat is always increasing the damage numbers in the tooltip; today I used the Conqueror build without this feat and then I wondered why Cleave just had 990-1100 instead of 1100-1200 it had allegedly before I skipped the Wrathful Warrior feat.
