I have been stocking up on fey blessing enchantments for a while now and finally have 2 greater and 2 normal on my CW, I have the neck with a utility slot. I have noticed that it caps you at 1 enchant per combat, and that's very reasonable as I could just create a foundry with 300 weak enemies and get 30 enchants in 2 minutes =P
I have also noticed that they don't seem to work at all in dungeons. I did a spellplague, had over 350 kills, and with a 10% chance got not 1 enchantment. (the fey blessing ones you don't roll on, and every enchant was rolled for)
I was wondering if this was intended. I understand the 1 per combat restriction but why disable them in dungeons? It honestly makes dungeons less appealing as I can run celedaine in ~4-5 minutes and get 15+ enchantments and runestones heh, the fey blessing drops 100% rank 4 enchants too. These are really good and allow me to get enchants really fast, just wondering why they would be disabled in a dungeon as the 1 per combat cap would make it not OP as is.

You can try GG PvE mobs to see if the enchantment work.
If I'm in combat with 4 enemies and kill them all and it procs I get 1. If I'm in combat with 50 enemies and kill them all and it procs I get 1. It's not a timer thing b/c I'd done 2 quick groups back to back and gotten 2, and also fought one huge group in a foundry that took longer than killing both those smaller groups and only got 1.
It's true to it's % drop rate, they drop regularly, just only 1 per combat. The celedaine instance with tons of small groups of 3-5 has been my favorite farming spot since you also get 5 skill nodes.

Higher rank gives higher proc rate. He is not saying that it always procs and you get 1. He is saying IF it procs, he gets 1.
So, the implication is that you want to have as many isolated single or groups of mobs in one place (minimum travel time) to maximise separate fights per minute and it would have to be outside dungeons.
