Don't skimp on ArP. It is your single biggest DPS increase until the softcap.
So you would say instead of Power increase Armor pen?
I was kinda thinking about this too but I was not sure if power or Armor pen will give me the best damage increase.
Anybody a idea?

Arpen to around 2200-2400 then it's softcapped(in PvE).

Mine Armor pen is 150 atm since I focussed only on power(4.5k) and crit(3.6k)
So If increase armor pen instead of power/crit now will it increase the damage more then if I increased power or crit with the runestone I use?
