hello - what is exactly stacking with hv set - some ppl wont me to do that in party - so need some help. is it different when i do it on mob monsters or last boss (single target)

Stacking is keeping up the debuff rotation of the High Vizier set. The more stacks maintained, the weaker the boss is and easier he is to kill.
Play around on the test dummies to see which skills stack debuffs. For instance, keeping up Repel, Chill Strike, Steal Time and Shard all cast within six seconds of each other will keep up and continually add stacks.

Since it is getting nerfed anyway, stacking is basically maintaining the hv debuff on mobs by using a power that adds the debuff before the 6 second duration of the debuff expires. Each cw can add 3 stacks. The bug is that summoned entities count as unique casters thus add their 3 stacks in addition to the summoning cw. A cw casting non-summoning contol spells can cast all day and still only hit 3 stacks. You specifically need to use the following:
Shard of the endless avalance. The shard itself as its bumping against an enemy is adding stacks, thus it can add 3 stacks. If you are bad at aiming and its only the explosion that hits the mob, it adds 1.
Oppresive force is 2 unique summoned entities. The first is cluster of metal/debris etc. Its basically the same as shard except it does not move and has a larger range to add its 3 stacks from being near the enemy. The explosion is a seperate effect which adds 1 stack, so OF adds 4 stacks total.
Again the cw must continue to cast control spells before the 6 second duration expires and all "stacks" are lost. The cw is simply maintaining the debuff by extending its duration, until he can use shard or oppressive again to add more stacks from new unique summoned entities which are adding more stacks.
With the right powers and gear a single cw can hit the 70 stack cap, but its slower and timing must be perfect thus its much easier to use 2+cw for this purpose.
