Okay I am having a real issue with neverwinter. And STO and CO for that matter. But the issue is while in game Its like there is a slideshow going on in the background with moving NPCs, players and companions. They will freeze in place every couple of seconds and its making it unplayable especially in PvP. and there is also slight skill lag as well.
I have tried:
Changing graphics settings, from direct x changing to lowering all settings to HUD suggestions etc.
Wireless/and wired connection, changing router settings etc. have a good connection have done ping tests etc and all are good.
resting windows and completely reinstalling everything
updating/deleting drivers etc.
reinstalling the game multiple times
booting game in safe mode
trying different proxies
disabled on demand patching
port forwarding
flushing dns
tried without any firewalls/security on
tried without arc and same problems.
tried on different computer in house which is a laptop instead of desktop and still same problems.
and more i am forgetting I am sure.
But just to check I downloaded a WoW trial and the game runs perfectly smooth on max settings with no "stuttering" or whatever you want to call it.
for reference: I am on windows 8 (tried it on windows 7 as well)
any suggestions are greatly appreciated. I really hope the problem is on my end so I can fix it. Really hope a dv responds to this post. my second one

Don't take this the wrong way, but I am going to start like I do with all technical issues:
1. From the game launcher, select "safe mode" and launch the game with a bare minimum of settings enabled (graphics at lowest, etc).
2. How does that run? If it's smooth, then start systematically bringing up settings until the performance drops sharply.
3. Once you've found one thing that severely impacts your performance, keep it set to its lowest setting, and move on to other options. Repeat these steps until you have whatever settings allow for the best balance of appearance and performance.
4. Make sure to check the GUI options - like displaying character names - those actually have a pretty significant impact if there's a lot of characters on the screen at once.

EDIT: I did a quick search for 'P15xEMx' and found it to be a laptop with integrated graphics... there may not be too much you can do w/ an Intel chipset, unfortunately...

I have tried all those things already stated in my list. P150em has switchable graphics with intel 4000 and 7970m which should max mostly any game with no problem.

Ok, so does the game run fine when launched into safe mode, or does it not? You may also need to go into the Nvidia settings, if there is indeed a dedicated card, to force the machine to use it, instead of the integrated one.

Safe mode still stutter unfortunately =/ and its AMD and I am using catalyst control to force the card to work for the game. I know it is because of the AMD moniter shows the card working when game on

Ok, that is really weird, then. Just for argument's sake, what if you force the other video card? Does it run any better?
Is the computer physically hot at all? Is it possible there's a setting in the bios that controls CPU speed based on temperature, at all?

If all else fails you can try logging into the BIOS and disabling the integrated graphic chip entirely.
It's also possible there's some CPU throttling going on if the combo of GPU/CPU heating while playing a game is more than the laptops cooling can handle, so the rig is restricting/lowering the CPU's capabilities to get it to run cooler. I read that occurs in some laptop rigs, somewhere. I am not a techie tho, so don't quote me on that.
There are 100's if not 1000's of posts on these forums concerning players having problems with freezing, rubber banding, system over heating etc etc, and it is always first put down to be at the players end and their system ?
Just out of interest, do you play any other games ? how do they perform ? and issues ?
I have seen many many isssues in this game and have read many posts concerning them also, BUT i know for a fact it is NOT at my end, I can play ANY and all other online mmo's on max/ultra settings without ever seeing any issues at all, and my Memory and CPU usuage never goes above 25%, even when running multiple torrents in the background.
But in Neverwinter i see random issues with freezing, rubber banding etc etc, and see my memory and CPU usuage go up to and over 85%, (i'm using 16gigs of gaming ram the recomended is 2gigs) for no reason or load what so ever, and the only way i have found to stabalise my system back to 'normal' is to log out completely , then everything is fine, and i can log in again and play ok until the next completely random spike of resorce drain on my system. and thats running the game on well below recomended settings.
These issues are no way down to my system or my IP, i know this for a fact, these are in game issues to the point Cryptic have even admited in the past they have had huge random memory sinks in the game and have tried to fix them.
If players have no issues at all playing any other games , Why should they have to change there BIOS or settings just to play this game 'normaly'. i am sorry but this is not right and i know 90% of the players who post issues in game are using systems perfectly fine to play this game if it was working correctly, these are in game faults

its not a GPU problem im almost positive. every other game runs perfect max. besides CO and STO. WoW, GW2, FFXIV etc run great.
Update though: I tried switching to EU proxy yesterday and it wouldn't even let me connect, but today it works, and It is actually stuttering a lot less.....and I am an the US.... why would this be? does that makes sense? lol

So temporary fix: Switched to EU Proxy, with direct x 9 enabled and firewall/anti virus protection disabled....im scared to change any of this.... hope it continues to work...theres a tiny bit of skill lag though

I don't think anyone is saying this game, or even any of Cryptic's games, run perfectly. However, for every person that can "prove" that it isn't on their end, there's another person, (frequently with lesser system specs), for whom the game runs fine.
I have a laptop running a quad-core AMD APU w/ integrated GPU and can play the game with barely any issues... so there's something else going on here.

Could be an infrastructure problem in your ISP. Getting better results via a different proxy would bypass a troublesome router. If you are having issue with all Cryptics games, this would make sense. If its only a problem on NW then its most likely something else.

Why does your brother like different things than you do?
Technology is fickle and each computer and each piece of software is as unique as each individual. There's a billion and one reasons why something will break in one occurrence but not in another including, but not limited to, intermittent random bologna.
For instance some, not all, Verizon Fios users have had issues in stability in Neverwinter and not in other games. It is or was a known issue that was causing some grief about a month or so back. It's really not advantageous to compare technology to technology because it's really no different than believing siblings should all behave the exact same way.
If you feel things are not performing up to par the best thing you can do is submit bug reports with as much detail as possible. While it is up to the developers to address issues which cause systems to under perform it doesn't matter if you have a computer so powerful god himself would be jealous; sometimes things won't work as expected and that's completely normal for any piece of software.
I'm glad you've found at least a temporary solution to your problem but submitting bug reports is crucial to solving these issues for yourself and others and I can't stress enough that no matter how powerful your computer is there will always be situations where software or hardware conflicts will make it no better than a pile of junk. That's normal in software development and the only way to fix it is to have it happen to some poor person, in this case you, and deal with it in a reactionary manner.

I have noticed that when I'm windowed out...ie using character, AH screen.. etc in a place with high background game load, like PE or a busy DD map with lots of adds with vid effects, that the animation around me slows and becomes jerky. when I alt back to the game it stutters for a few seconds, then catches back up. When I've been in game for more than a couple of hours this gets much worse, and carries over and will not go away until I quit the client and restart it. Logging or changing characters does not make this go away. I have played with all my settings too, and the only noticeable frame improvement comes with limiting the number of light sources allowed to shadow. Even then, the lagging returns.
I'm almost positive its a client issue. My best guess is it's a video memory load/unload issue, where buffer space allotted is not always properly released back to the program, causing a memory sink . My work around is not to stay on longer than 3 hours or so without leaving the client altogether and restarting it from the desktop. Ditto if I notice it beginning. It never subsides, only goes away with a restart.
It seems to have gotten a bit better lately, and I will echo Ambisinisterr with the random bologna argument. There are thousands of possible hardware configurations out here in PC land, with assorted weird peculiarities popping in here and there in a way that no software designer could possibly hope to anticipate.

Well if its affecting all Cryptic's games. And using a proxy helped. Its highly likely that you have an ISP issue. Somewhere between yourself and Cryptic's servers is a problem in your service providers network. By using a proxy, you are in effect going around the problem by using a different path.
You could call up your internet provider and explain the problem. They might have you do a Trace route command to see what routers you normally pass through to get to Cryptic. It could be something as simple as a set of ports Cryptic software normally needs open got closed off on a single router.

Thanks for the replies, I have found that the lag still persists or "stuttering" but much less on Eu2 proxy. Eu1 proxy wont even let me connect and US proxy rubberbands me like crazy and the none option has skill lag and a lot of stuttering. So I forced Eu2 proxy on each of the games and seems at least semi playable now. Doesn't make sense to me but I guess it works. And maybe I will have to call the company and tell them about what you are saying.

1. From the game launcher, select "safe mode" and launch the game with a bare minimum of settings enabled (graphics at lowest, etc).
2. How does that run? If it's smooth, then start systematically bringing up settings until the performance drops sharply.
3. Once you've found one thing that severely impacts your performance, keep it set to its lowest setting, and move on to other options. Repeat these steps until you have whatever settings allow for the best balance of appearance and performance.
4. Make sure to check the GUI options - like displaying character names - those actually have a pretty significant impact if there's a lot of characters on the screen at once.

EDIT: I did a quick search for 'P15xEMx' and found it to be a laptop with integrated graphics... there may not be too much you can do w/ an Intel chipset, unfortunately...

Ok, so does the game run fine when launched into safe mode, or does it not? You may also need to go into the Nvidia settings, if there is indeed a dedicated card, to force the machine to use it, instead of the integrated one.

Ok, that is really weird, then. Just for argument's sake, what if you force the other video card? Does it run any better?
Is the computer physically hot at all? Is it possible there's a setting in the bios that controls CPU speed based on temperature, at all?

It's also possible there's some CPU throttling going on if the combo of GPU/CPU heating while playing a game is more than the laptops cooling can handle, so the rig is restricting/lowering the CPU's capabilities to get it to run cooler. I read that occurs in some laptop rigs, somewhere. I am not a techie tho, so don't quote me on that.
Just out of interest, do you play any other games ? how do they perform ? and issues ?
I have seen many many isssues in this game and have read many posts concerning them also, BUT i know for a fact it is NOT at my end, I can play ANY and all other online mmo's on max/ultra settings without ever seeing any issues at all, and my Memory and CPU usuage never goes above 25%, even when running multiple torrents in the background.
But in Neverwinter i see random issues with freezing, rubber banding etc etc, and see my memory and CPU usuage go up to and over 85%, (i'm using 16gigs of gaming ram the recomended is 2gigs) for no reason or load what so ever, and the only way i have found to stabalise my system back to 'normal' is to log out completely , then everything is fine, and i can log in again and play ok until the next completely random spike of resorce drain on my system. and thats running the game on well below recomended settings.
These issues are no way down to my system or my IP, i know this for a fact, these are in game issues to the point Cryptic have even admited in the past they have had huge random memory sinks in the game and have tried to fix them.
If players have no issues at all playing any other games , Why should they have to change there BIOS or settings just to play this game 'normaly'. i am sorry but this is not right and i know 90% of the players who post issues in game are using systems perfectly fine to play this game if it was working correctly, these are in game faults
Update though: I tried switching to EU proxy yesterday and it wouldn't even let me connect, but today it works, and It is actually stuttering a lot less.....and I am an the US.... why would this be? does that makes sense? lol
I have a laptop running a quad-core AMD APU w/ integrated GPU and can play the game with barely any issues... so there's something else going on here.

Could be an infrastructure problem in your ISP. Getting better results via a different proxy would bypass a troublesome router. If you are having issue with all Cryptics games, this would make sense. If its only a problem on NW then its most likely something else.
I have the same problem in champions as well. How would I fix this problem? And why don't other mmos do the same thing then? And why would eu proxy be better than us?

Technology is fickle and each computer and each piece of software is as unique as each individual. There's a billion and one reasons why something will break in one occurrence but not in another including, but not limited to, intermittent random bologna.
For instance some, not all, Verizon Fios users have had issues in stability in Neverwinter and not in other games. It is or was a known issue that was causing some grief about a month or so back. It's really not advantageous to compare technology to technology because it's really no different than believing siblings should all behave the exact same way.
If you feel things are not performing up to par the best thing you can do is submit bug reports with as much detail as possible. While it is up to the developers to address issues which cause systems to under perform it doesn't matter if you have a computer so powerful god himself would be jealous; sometimes things won't work as expected and that's completely normal for any piece of software.
I'm glad you've found at least a temporary solution to your problem but submitting bug reports is crucial to solving these issues for yourself and others and I can't stress enough that no matter how powerful your computer is there will always be situations where software or hardware conflicts will make it no better than a pile of junk. That's normal in software development and the only way to fix it is to have it happen to some poor person, in this case you, and deal with it in a reactionary manner.
I had to bring up my desktop machine to play it
I'm almost positive its a client issue. My best guess is it's a video memory load/unload issue, where buffer space allotted is not always properly released back to the program, causing a memory sink . My work around is not to stay on longer than 3 hours or so without leaving the client altogether and restarting it from the desktop. Ditto if I notice it beginning. It never subsides, only goes away with a restart.
It seems to have gotten a bit better lately, and I will echo Ambisinisterr with the random bologna argument. There are thousands of possible hardware configurations out here in PC land, with assorted weird peculiarities popping in here and there in a way that no software designer could possibly hope to anticipate.
Well if its affecting all Cryptic's games. And using a proxy helped. Its highly likely that you have an ISP issue. Somewhere between yourself and Cryptic's servers is a problem in your service providers network. By using a proxy, you are in effect going around the problem by using a different path.
You could call up your internet provider and explain the problem. They might have you do a Trace route command to see what routers you normally pass through to get to Cryptic. It could be something as simple as a set of ports Cryptic software normally needs open got closed off on a single router.
