Before dealing with quitters, Cryptic HAS to fix team PvP. Few fixes would do the job:
1) 1v1 arena: This is for the ones who play domination and then complain cause people is not 1v1ing them. Here you have the option to go 1v1 and test yourself against other players
2) Premade PvP mode: a PvP game mode that lets you form a party with your friends and then challenge other premade parties. You for a party, you enter the list and then you either are challeged or choose a party from the list and challenge them. Or randomly, you are put against another premade party from the list
3) New pug PvP system: to prevent poor spoiled kids from joining a pug PvP with a premade just to have some easy win, you actually make a auto-scramble system. People go queue the way it is now, and get invited from the party leader. But before the match starts, the game scramble the two teams automatically. This way it's not up to the players to decide the composition of each team, and firends/ guildies could end up against each Others. Scramble would be based on gear score and class to make the teams as balanced as possible. If during the match 1 team is winning by 300+ points, the game scrambles again the two teams, this time based on the score (for example, the 2 players with the best score go to the losing team, the two players with the worst score go to the winning team)
Glory gained is now not dependant on who wins and who loses, but just on the score. This way, if someone is switched to the losing team, he will not quit.
Obviously, to make this work, gear will not be changeable after you enter the queue to join pug PvP.
If they do this, then they can deal with the ones quitting or camping at the spawn.
Right now, with the actual system, it's common to join a pug and end up against a full premade or a half premade with 3 people from the same guild. And in these cases, expecially the first, all you do is getting swarmed again and again as soon as you get out of your base or try to cap a point. Boring and pointless, and just gives the ones doing premade vs pug to get easy glory, even more reasons to keep doing it.

No bailing. PC failed dear. Sorry about it BTW. I remained in PvP even 1 vs 5 or with way worse teams, we had a decent chance.
