Skirmishes - Too late to complete now?

I recently began attacking the list of achievements found in the journal.
Discovered that on several of the lower level districts, the Tower District or Blacklake for instance, I failed to complete the skirmish associated with that district.
I really would like to go through and complete all my maps.
Is there any way to go back and do them now? Or did I do a stupid?

    Not possible to do outlevelled Skirmishes except via the very infrequent Call To Arms special events.

    And it is not you who "did a stupid", for how could you have been expected to know...

    Did the same thing with my DC (first character) due to not knowing and then with my CW because I lost track of level requirements during the midsummer festival. Don't feel stupid -- pretty much everybody misses at least one skirmish on at least one character.

    I missed almost all of the skirmishes on my DC, and all of them on my GWF, have been working on them with my other up and coming charaters, but the queue times can take forever (particularly on my CW). Will have to wait for the Call to Arms on my DC and GWF.

    On that note, the Blacklake District Skirmish NPC is missing and has been for at least a month or more. Also, only Blacklake an Tower District have Skirmish NPCs, none of the other zones have them, and I think that there should be. I mean, why introduce them in the first two zones but not the rest? I know not every zone has a Skirmish tied to it, but still.

    IIRC every zone except Neverdeath has a skirmish attached to it. I wonder if they took out the skirmish NPC in Blacklake to avoid confusion...people at the time thought the skirmish NPC meant there was a Call-to-Arms added for every skirmish which was clearly not the case. So maybe they removed the NPC on purpose and will bring him/her back when a permanent Call-to-Arms is added for skirmishes?
