I've gone for Hit Points mostly because I enjoy a bit of PvP and the moderate amounts of def that I could otherwise muster tend to be negated in that arena. afaik most things in PvE don't have mitigation effects so it's less clear cut then. Regen is a % effect so works with high HP as do DC heals (correct me if I'm wrong). Potions give a straight amount so they're more of a pain with high HP.
I'd never sacrifice offensive capabilities for def or HP, but if it's a straight choice between the two I go for HP.

Putting the Buff into Debuff since 2013 \o/ (Does that even make sense)?
Let's compare lvl 120 def. which is roughly 1.5% dmg reduc. let's say on 20k hp. So it's the same as if you had 20300 hp.
A rank 5 rad gives 480 life, on which you apply your already present defence, and toughness of 9% so roughly 525 life+ your current damage reduction, probably 10%, so 577hp Therefore, you'll have the equivalent of 20525 hp or 20577 if you add the dr from the calc
basically it's roughly twice + better
And because I know some precision HAMSTER will come, Yes, and I dont care, it's a rough calculation, and I know the defence % worth becomes stronger the higher the %, but i dont care, it's infinitesimal
PvE: Defense - due to the flat HP of potions, Cleric Damage Resistance and mostly flat healing, plus "smoother" incoming damage. PvP: HP - due to burst incoming damage, high Resistance Ignored attacks, frequent lack of defensive Damage Resistance and low healing (potions have two minute CD and often there is no Cleric).
Personally I play with a 2k Defense in PvE and 875 Defense in PvP and have never had any issue with survivability in either case. I ensure to have 2k Defense regardless of what set I have in PvE, including my default High Vizier set (a naturally defensive set). Apart from the endboss of MC (and random bugged dragon attacks), there is no attack from PvE that can one-shot me from full health (Xivros requires two ticks).
Given I exclusively play PvP these days, I should switch to an HP setup but I have never felt a need and it has not interfered with me getting my titles or often scores like 31:4 or 29:1. In PvP, if I do not want to die, I change my playstyle so that I do not.
In PvE, extra Defense from my Companion is more than sufficient to ensure I am almost always lowest deaths and lowest healing in the majority of runs, including Castle Never and Malabog Castle, despite having a highly aggressive tanky playstyle.
In my opinion, the highest survival effect in general comes not from enchants but from having your base HP as high as possible, i.e. CON and Toughness feat. I have only 12 CON at 60, but I do have Toughness 3/3.

I rock HP for two reasons:
1) I have the High Vizier Set, and getting Defense is not hard.
2) I PVP a lot, and more HP the better. I currently have over 26,000, which isn't bad for a CW.

Yep if you're using HV definitely HP, and for sure HP in PvP

I prefer high HP and high regen. It's a powerful combination, especially in Gauntlgrym pvp because there is often time to regenerate health between battles. High HP and high regen is also good for PvE too. Based on my experiences, if you draw too much agro, and take too many hits, you are unlikely to survive, either with high defense or high HP. In such a situation, best chance of survival is to run away, drink health potion, and regen health.
With my current HP (27k-28k) and current regen (876), I gain approximately 1000 HP per regen heal at 50% health. My defense is currently 1699 with archmage set. I am planning to add more HP and upgrade my stone's profane enchantment from 8 to 9/10, as as soon as I can afford it.
Since companions are not allowed in pvp, it seems best to put HP on yourself and defense on your augment companion (cat or stone).
HP since u can't stack any other stat to be actually useful(defense/deflect)
HP and regen are ur best friend in PVP
PVE wise u still want more HP, but also more defense.
