[Foundry] Achievements not being attributed correctly to new characters

I'm not sure when this started happening, but creating new characters now is resulting in them not receiving all of my account's completed foundry achievements, this issue is consistent across two separate new characters. Also there doesn't seem to be any rhyme or reason to why some are credited while others aren't.

For example, my new characters received the "get 10 tips" achievement, but not the "get first tip" achievement.

This is preventing them from receiving their appropriate rewards, please fix it.
