master duelist 4 set bonus still doesnt proc with duelist flurrys 3rd attack.

If wearing the TR epic set master duelist, the 3rd attack of duelist flurry ( the one with many hits) doesnt proc the 4 set bonus as there is no cool down reduction to be seen in any of the encounters.
