Here is my suggestion for how to make Foundries more attractive to players:

Add to the game the following:
1.
Foundry Bonus Chest- Add a Foundry bonus chest that is only available during the Foundry Event
In the chest:
- Large assortment of several Profession Materials
- Enchantments
- Rare gear
- L60 only Epic gear (new with Foundry only bonuses?) (rarely)
- L60 only Epic enchantments (new with Foundry only bonuses?) (rarely)
2.
Zone Bounty/Currency- Add a zone bounty/currency that drops from random monsters in approved Foundry missions.
- The rate can be identical to all other zone bounty/currencies that drop in the game.
3.
Bounty Items
Add to ALL Bounty merchant's across the game:
Foundry Key (20 bounty)
- Opens a Foundry Mission Bonus Chest
- Only available during the Foundry Event
Backpack (40 bounty)
- Can be purchased any time
- Contains random enchantments, potions, green gear, and sometimes rare gear.
Lockbox (160 bounty, L60 ONLY)
- Contains random higher enchantments, potions, and rare and rarely epic gear (see 1) and enchantments (see 1) at L60.

Imo the best solution is the rating system:
Every month the top 20 rated quests over 15 min in length get a huge boost to loot.
Add in a "exploitable" tag - and only allow quests with a low percentage (say sub 10% of that tag) to get the bonus.
More ideally they should simply let the top featured authors add unique loot to their quests, but that would obviously be a far more difficult system requiring review by cryptic for quest item.
Your idea is fine in most ways, but awful in one:
People hate the delve system because it forces players to zerg through dungeons at very specific times of the day to get any decent reward - they end up never running dungeons except during delves due to this.
Doing that to foundries would just result in the same. The bonus should only be that - a small bonus, not the sole reason to do it, else players will work even harder to find ways to exploit it and then end result will be it has to get nerfed.

Characters (Dragon): Axer (60 Guardian, Leader of Crush It!), Controller (60 Wizard), Warlocker (60 Warlock)
Drops/bounty/rewards that do not require killing or destroying something. Rather, rewards or drops or whatever based on *TIME*.
Why? If I were to create a non-combat quest, say puzzle/object-hunt/story type quest, no one would ever play it because there would be no rewards other than the final chest.
