I have a half built quest that has 3 maps, 2 bosses, and 2 hidden bosses. The basic plot is Many-Arrow tribe has occupied a valley near neverwinter, and neverwinter has sent a legion to assault the fortress. The first map is a staging area, you get a background on whats going on, the next map is a tunnel between the coast and the actually valley the orcs have occupied, its heavy combat/dungeon crawling with 2 hidden bosses. The final map is a task heavy assault on the multiple orc positions surrounding the keep, and the keep itself, Finally leading to a fight with the orc commander.
Is this something people would be interesting in playing? It's similar to a siege, but I lack the technical proficiency to set up an actual siege quest with catapults, and ballista, and timed events. Should I scrap this project and instead work on more small scale projects until I am proficient?
You should do whatever you want and not worry about if it has mass appeal. You also should not worry about the time it takes to complete as you will never be "finished" with it, it will always need tweaking.
Make it your learning tool, then create your next one and learn from this one and make the next one better.

I've called my quests finished several times, but I'm always go back to tinkering with them. For me at least, no foundry project is ever really "finished". I'm always finding something neat that I just have to work into one of my quests.
Also, make what you want, not what you expect others to play. You'll learn more and easier while making something you care about. And be more willing to continue it if you hit a tough spot.

I am actually just finishing up on a siege defense quest that has timers and catapults and ballista and siege towers and such. It's also a learning tool, as most of the behind-the-scenes timer and OR handling are detailed in quest info statues.
