The torch pedistal 03 is apparently spelled wrong.
But more important is the fact that the pedestals flame view is not always visible. I used them in the ruins, and it matters what direction you are looking at them to show the actual flame.
Range is not causing this. I have seen flames disappear when they are on map transition areas (edges). But these are in the middle of a map and eye high.
This is very noticeable so I am convinced it is since the patch. I have a lot of time inside that map so it stood out rather quickly.
