Bug in A Leaky Proposition

The quest A Leaky Proposition can not be completed because you can not interact with the boats to make holes in them. I believe there is an invisible barrier that does not allow to use the F.

    Having the same issue with my lvl 20 TR... Can see the sparklies but am unable to position myself anywhere that I can click on them..
