Combining shards ever ?? or possible Char transfer...

I thought it would have happened by now ?
though I don't think the shards can handle it
I started playing Neverwinter in closed beta and the group I was running with started on Dragon,
My guild is on Beholder, figuring they were going to combine the shards anyways I went ahead and leveled my dragon toon to 60, now I have to start another toon or wait.
The people that run up toons to 60 in hours are usually using some sort of exploit, I do not want to get kicked from my guild or banned so playing through......
Are the shards ever going to combine or can you guys add some sort of Toon transfer method even paid.....
