I've been running this TR for awhile. I saw this bug after big feywild patch 1st came out then it seemed like it may have gone away. When stealthed I am using skillful infiltrator and sneak attack but my movement is not going any faster than when I am un-stealthed. There's no way to really quantify it but its clearly not functioning like it used to.
It seems this is happening mostly in pvp. In the normal environment like PE I am getting a speed increase but I looked at it pretty hard in pvp and when I hit stealth there was no difference when running of the speed of my character.
The speed increase in PVE doesn't seem to be "right" though.
