also, sometime your patcher starts downloading it.. sometimes it doesnt. whats up with that?

Indeed, this is a pre-patch. It isn't required yet and is simply being done to reduce the need for large patch on August 22 when the Fury of the Feywild goes live.
I am unaware of any plans of allowing a torrent download at this time but in truth it's not a bad idea if it is technologically feasible.
Mine keeps trying install a 2.2GB everytime I leave the game but it just causes it to patch again when opening the launcher again so im just leaving it till 2mrw now..

Not very long ago every PWE game was available to download via torrent so i'd say it's technologically and technically feasible

It's definitely possible to download the game via torrent.
It's a different matter whether or not patches could be downloaded via a torrent. It depends on how the patching process is done and such.
Oh there's that... but releasing an updated client ready to download and install is not a very bad idea, right?
There really is no need to make new players go through the ordeal of downloading the old client, install it just to realise they have to patch a huge ammount of data (up in the GBs).
And you can make a .exe or a .ini work as an offline patcher If you really wanted to invest two or three minutes in it.

That's not what I read in the poster's question.
Sometimes it downloads and sometimes it doesn't: it's a pre-patch and not required yet so sometimes it will prompt the download and sometimes it won't.
You're describing a different issue which I am not qualified to answer. All I can tell you for sure is that if you cancel the download the patch doesn't/shouldn't vanish. What you already download should stay, even if you cancel the download, and the download should resume roughly from where it had left off.

Uhm... I get the launcher pop-up when I exit the game as well. I just assumed it was the game checking to see if I had already pre-downloaded the upcoming patch. Which I have. The other thread on the issue had people complaining about downloading a 2-4gig patch, and it failing. Doubt that's the same issue.

Many games which have the installer on torrent do just that and only have a completely new client for expansions.
Not sure if I'm allowed to do this but I've zipped up the relevant folder and created a torrent. Not sure what to do with it now though.
Perhaps a mod can advise if I can post anything or use PMs.

Unofficial downloads would be a security risk.
I will ask for confirmation in about five hours when the staff get in but I am highly doubtful we can endorse, support or permit the advertisement of any off site downloads.
Yeah, I suspected as much. It was just a reaction to someone getting angry that other players hadn't provided a torrent in response to someone asking for one.
