One is just pretty much a vanity item. The other has to take game play, balance, and mechanics into account. It's like comparing ice cubes in your drink to elaborately carved ice statues. One is easily chunked out, the other takes a LOT of work and time and carefulness.
New paragon paths are rumored to be be in the Feywild pack, and they said they hope to have a new class by the end of the year.

Pet or mount is 2 seconds work to reskin an existing item, classes & paths they have not yet got 1 working, as is demonstrated by the upcoming nerf, so I'm afraid that a new class or path is likely to be 3 to 4 years down the line, based on the available evidence!
But I would love to be proved wrong!

After all you could pay your $200 and play Drow now, or your $60 and play a Smurf (Moon Elf) in 2 days time! (And the noisiest want the Drizzt clone, but not the bill)

Classes and Paragons are by far the hardest thing to design in the game and could easily require thousands of hours in development. Comparatively I would take an educated guess that most of the Pets and Mounts probably take a few dozen hours at most.
I have gone into detail about the fact that developers of other game companies often do "side projects" while their main projects are in unavoidable limbo and the type of content which is created from those "side projects" is very comparable to the Pet, Mount and other vanity items Cryptic has created.
I'm sorry but it is 7:30 in the morning and I'm a little too tired to go into the exact details of game development processes but honestly to state that there's a lot of small projects coming out is by no means abnormal.
To be frank they could have a hundred developers working on classes and those same developers would end up creating vanity items and such while their main projects, the classes, were pending approval from Producers and QA.
Paragon paths are rumoured to be in feywild pack? Well I'm pretty sure paths were supposed to be free to all and not paid for. Also given that they need people to test feat tweaks on preview (and obviously had beta testing on the current paragon paths) it doesn't seem likely they'd just launch new feats without any testing.

Erm...People who purchase packs are not getting anything besides what is stated in the pack purchase.
Echokazul was more than likely stating the paragon paths were rumored to be in the Fury of the Feywild. Not that they had to be paid for in order to obtain them.
However since Andy Valasquez recently did an interview which stated the Paragon Paths would be going on the Preview Shard before release I am a bit doubtful of that prospect.
Currently, each class only has one “specialization.” Is there any word on when more will be implemented?
We will be adding in some new paragon paths for all existing classes soon! We have many of them already through the initial stages of development and will be playtesting them internally and releasing to the test server in the coming months.
Our combat is very important to us and we really want to make sure that when we release these class additions that they come out GREAT! So please bear with us while we take the time we need too in order to make them awesome!
There was a little bit of discussion about the paragon paths on the first page of this thread. That's what I based my comments off of, anyways. There's is also this thread for the cleric, with screen shots even.
You would think they would test it, but it really wouldn't surprise me if they just tossed it out, let everybody freak, and tweaked it from there. It... wouldn't be the first time.
