Can not select character or shard

I have got through the sign up pages but when I get to here,

Select the character that you would like to copy from the list below then click the “Copy” button. A copy of your character will then be available to play on Preview!

the select lights up but I don't get a drop down on the character or shard, any ideas ?

p.s. this also happens to me when I try to sign into the forums, the only way I have gained access is by going through my account on STO

This was to easy, I wasn't running as Admin
