An newbie qn on "Action Point" meter.

Hello all. My qn is:

The Action-point-Meter's description reads:
"A Guardian Fighter gains action points by TAKING and
dealing DAMAGE and using encounter powers"


Is the "TAKING...DAMAGE" part working?
I let my My L30+ GF get hit continuously by a group of mob
but I noticed the Action-point-Meter' doesn't get fill up.

Anyone knows?

I think it only works when you take the last feat in tactician path.
