I am currently leveling my profession and noticed that the price of blue or better tools are expensive. So do these tools make a difference? What do they actually do? It states the possible increase in quality. Do the better quality items get high stats like TOR or enchantment slots? I just want to make sure the tool is worth the AD that is being asked.

When you do rare tasks for all professions besides leadership, you will notice that there 3 possible outcomes. With just 1 white tool (which is what is required to start the task) you have a bonus of 8% quality, which means you have an 8% chance to get the 2nd tier result (which increases the stats on the item) and a 96% chance of the first tier result. Adding more tools and tools of better quality will increase the quality bonus and you are more likely to get the tier 2 result. Once you get the quality bonus over 100% then you can get the tier 3 result (which adds an enchantment slot) and there will be 0% chance of getting the tier 1 result. The quality bonus tops out at 160%.
Now, whether it is worth it or not, probably not unless you plan on selling them on the AH. In which case it will be a while before you can make your investment back especially as more people craft the price you can sell them for decreases.

They only make a difference on certain tasks. Any task which has a Tiered Result Option is effected by tool quality.
Generally though the Tier 3 result is the only ones worth any value.
All in all I would say blue (rare) tools are not worth it and purple (epic) tools are worth it depending on your goals. However if you are simply trying to level a profession to 20 you will never need anything above the basic tools purchased from the vendor.
Heres a TIP dont invest your AD on getting those rare and epic assets since Epic Shirts and Pants are too cheap nowadays. Instead get your profession to level 20 so you can reinforce those bracers/gloves of yours
For leadership you only ever need white tools as there aren't actually any benefits from green/blue/purple tools.
For the other professions you are best off sticking with either white tools, which I recommend you do OR after you have got your profession to 20 and checked the prices in the AH for all the items you can make and the cost of the components then spending a lot of money (2-4 million AS) to get four purple tools.

White tools are good enough for the moment for what I do.
Maybe after I get them all to 20 I look into expanding my professions but for now I can make the basic stuff for leveling guild members.

Nope, profession tools are not worth it. I spent about 3m ad buying cheap blue assets to make purple assets just to find out that 4 purple assets only give 60% chance to get the tier 3 result. But it seems like it's really 40% chance, which makes it a lot cheaper to just buy the purple clothes from ah and be done.

Well if you are just making a shirt or pants for your own character this is true.
The main point of buying tools is to be able to make many shirts/pants and sell the shirts/pants on the AH to for a profit....
Tier 3 shirts/pants -these are the level 60 Gemmed versions with a gem slot that are best in slot for shirt/pants.

As somebody said, getting the (green) tool for leadership is absolutely not worth the AD - I just don't understand why some people buy the armor and weapons for 25.000-35.000 AD when they can get the (equally good) white tools for next to nothing.
As for other tools - it is only worth it if you get four purple tools. but that costs a lot of AD, and you need to make quite a lot of shirts/pants to recover that - at the current prices it will typically take a month or two. However, as more people get lvl 20 crafting, competition (supply) increases, while demand seems to be going down (fewer new players), which is going to make it harder and harder to make any profit whatsoever.
