Ability button not showing correct status

When spamming Icy Rays (which I have to spam since I never know when it's out) sometimes the button shows that I haven't used the ability, even if I had. So when I look at the button it seems that I can use IR but when I press it again it may switch status to "used" and counting down from 10 seconds, instead of 14 seconds like normal, since I've already used it 4 seconds ago. Easy to reproduce at dummies by spamming IR.
Solution: Make the button show the correct status of the spell
Also in PVP it's often I cast for instance Entangling Force but some other wizard cast is at the same time with lower ping. Then I'm hanged and the other wizard isn't. My EF is however on cooldown, which is an extreme disadvantage in PVP, as you can imagine. Especially if I try to cast it when its off cooldown but the other wizard beats me again... leaving me hanged with EF on cooldown again. Happens many times per round in PVP.
Solution: If the target isn't affected by my spells, do not put the spell on cooldown.
Note: It also happens with dailies like Ice Knife and other spells.
Playing from EU with 150-200 ping. Nvidia GTX 560, i7 2,4 Ghz, 8 GB ram, SSD drive.
