XP Bonus from Utility Slots - Broken

After last patch the XP bonuses do not add up correctly anymore.
I did some testing and removed my helm, arms, and boots. Then I equipped each piece one at a time. ONLY the arms counted.
Then I equipped them as the only utility slot xp bonus item one at a time and once again only the arm slot worked.
