You can duplicate the quest, which will keep all the maps, costumes, and items.
Two tips:
1. You might have to shorten the name of your quest before duplicating to avoid an error. Just change the name to something short, save it (don't publish), duplicate (makes a new quest called Copy of Old Quest Name), then change the name back and save again (don't publish).
2. If your map/costume/item tabs appear empty, you probably just need to log out of the client and back in. It seems switching projects during a session causes the tabs to appear empty, but they really aren't.
Duplicate the map, and delete all objectives. Change the title. There, a fresh template with all your old costumes.

I knew about that one - but I am trying to figure out if there is a way to move the costumes from 1 existing mission to use in another existing without having to start from scratch on either the mission or the costume

Best you can do is document the costume in the editor, and duplicate the effort in a new costume in the selected quest. This is really not as difficult as it sounds.

Yeah that is what I ended up doing, its not too difficult but I tend to use the advanced options and I can never seem to get it exactly right twice.
What i hate is i cannot name my costumes it, it is annoying if i have a lot of costumes i have to search through a lot of customized drow, customized human ect..

In the costume tab, the top left next to the name of that particular costume, there should be a "rename" button. Do you not have that?

There is a rename button at the top of the costume window. You can give it a name, and then also a brief description, like if it's a combat outfit or a casual outfit.
